Fair Opportunity and Requests for Quotes

Ordering activities must provide applicable SEWP VI Contract Holders a fair opportunity to be considered at the individual-order level in accordance with FAR 16.505(b), including use of the NASA SEWP quote-request tools as appropriate. The issuing procurement office must maintain its order-selection documentation; that documentation is not submitted with the order.

  • Trilogy will market, offer, and quote only solutions available on its applicable SEWP VI contract and in the SEWP database of record.
  • For a Request for Information used for market research, an item not yet on Trilogy’s contract may be identified only when it is clearly marked as not currently available and Trilogy submits the applicable technology-refresh request.
  • For a Request for Quote or Market Research Request, Trilogy may respond only with items available on its applicable contract, at prices no greater than those in the SEWP database of record when the quote is issued.
  • If Trilogy cannot fully satisfy a formal RFQ, Trilogy will submit a No Bid unless the request expressly permits partial quotes.
  • Each Trilogy quote will state its validity period, and Trilogy will honor an order submitted within that period.
  • Responses submitted through the NASA SEWP online quoting system will follow the Contract Holder User Manual (CHUM).
Protected procurement information: Information available through the NASA SEWP Contract Holder Only Page, including RFQs and RFIs, will be used only for proposing on SEWP requirements and will not be provided to unauthorized third parties.

Program Support and Post-Delivery Assistance

Installation, Warranty, and Technical/Software Support Procedure

Installation obligations, acceptance criteria, basic or extended warranty coverage, technical support, software support, and other post-delivery services are governed by the applicable order, Trilogy quotation, and manufacturer or service-provider terms. The quotation or order documentation should identify the applicable coverage, duration, exclusions, and support path.

  1. Contact Rommel Escobar and provide the SEWP order number, agency point of contact, affected product or service, serial or asset number when applicable, delivery or installation location, and a description of the issue.
  2. Trilogy will evaluate the order and applicable warranty or support terms, coordinate with the manufacturer, distributor, subcontractor, or service team as appropriate, and advise the customer of the support path.
  3. Trilogy will track the issue through disposition and communicate status to the designated customer point of contact.

Problem Order and Escalation Procedure

For an incorrect, damaged, delayed, incomplete, nonconforming, or otherwise problematic order, contact Rommel Escobar with the order number, affected line item, relevant dates, supporting documentation, and requested resolution. Trilogy will validate the issue, coordinate corrective action with the appropriate fulfillment or service party, engage the NASA SEWP PMO when required, provide status updates, and document closure with the customer.
